Amended Rules of origin EU-ESA interim EPA

On 14 January 2020, the EPA Committee adopted Decision No 1/2020 amending certain provisions of Protocol 1 (OJ L 93, 27 March 2020, p. 1-194). The amended Protocol 1 enters into force on 31 March 2020 and replaces in its entirety the current text.

The amended Protocol 1 provides for modern rules of origin:

• Allowing ‘accounting segregation’ for materials;
• Replacement of the provision on ‘direct transport’ by a rule on ‘non-alteration’;
• Possibility to use REX for EU exports to the ESA countries.

ESA countries are: Comoros, Madagascar, Mauritius, Seychelles and Zimbabwe. Find more information in the ACP page.
