CESOP Expert Group: Deadline extended to 7 August for second call for applications

The European Commission has decided to extend the deadline for the second call for applications for the selection of members of the CESOP Expert Group to 7 August 2020.

This final extension aims to give additional time for actors fromthe payment sector to deal with the challenges of the COVID-19 crisis and to be able to contribute to the work of the group.

The full list of members of the expert group can be consulted on the public register of Commission Expert Groups. Payment service providers who wish to contribute with their expertise are invited to send their application to TAXUD-UNIT-C4@ec.europa.eu with all requested documents by 7 August.

Candidates must have extensive expertise in the processing of payments and the exchange of underlying payments information. The full list of requirements is available in section 4 of the call for applications.

The selected applicants will join the expert group as of its next meeting in September. They will also receive details on the discussions that have taken place within the group since its launch in April 2020.

Background information

On 18 February 2020, the Council adopted a legislative package to request payment service providers to transmit information on cross-border payments originating from the Member States and on the beneficiary (“the payee”) of these cross-border payments.

Under this package, payment service providers offering payment services in the EU will have to monitor the payees of cross-border payments and transmit information on those who receive more than 25 cross-border payments per quarter to the administrations of the Member States. This information will then be centralised in a European database, the Central Electronic System of Payment information (“CESOP”), where it will be stored, aggregated and crosschecked with other European databases. All information in CESOP will then be made available to Member States’ anti-fraud experts via a network called Eurofisc.

The transmission of data must begin on 1 January 2024.
