EU Customs Data Model (EUCDM)

A data model for EU and national customs IT systems

The EU Customs Data Model (EUCDM) is a technical instrument that translates EU customs legislation into a structured set of data requirements. It serves as a single compiled source of information for national customs authorities and economic operators wishing to develop or adapt their IT systems, or understand the EU’s legal customs data requirements. 

EUCDM contains the data requirements model for: 

  • trans-European customs systems such as NCTS, AES and ICS 
  • national customs clearance systems in the EU

Latest news 

Version 7.0.11 of the EUCDM was published in August 2026. The new update features: 

  • amended provisions on the temporary customs duty for low-value consignments, including data requirements and codes 
  • usability improvements and corrections to legal texts 

Compatibility 

The EUCDM was designed to align with the WCO Data Model. It can be customised by national customs authorities for their own purposes, in full compliance with EU customs rules. National authorities can also use the EUCDM in any of its publicly available formats. 

The EUCDM maps its data requirements against the WCO Data Model, to: 

  • show the EU model is fully compatible with the WCO model 
  • link specific EUCDM data elements with their corresponding data elements in the WCO Data Model to show a clear relationship between customs needs and data from economic operators 

Users should first get familiar with EUCDM concepts and features by reading the ‘Read me’ section of the EUCDM website. 

Legal texts 

The data requirements contained in the EUCDM are defined in the UCC Delegated Act. Its formats and codes are listed in the UCC Implementing Act. The latest version of the EUCDM (7.0.1) contains the data requirements and codes for the collection of the €3 customs duty per item for low-value consignments. 

The data requirements for applications and decisions are defined in Annex A to these legal acts. Those for declarations and notifications are laid down in Annex B. Those for the registration of economic operators and other persons can be found in Annex 12-01.
