In 2025, the Directorate-General for Taxation and Customs Union (DG TAXUD) of the European Commission (EC) is considering running a competitive dialogue procurement procedure for the delivery of a large-scale, secure, multi-cloud turnkey system which will be the de facto first implementation of the EU Customs Data Hub in the context of eCommerce.
The present survey is intended to query the market readiness for delivering such a system considering its requirements and intended modalities of delivery.

Market survey on the Common Central Platform (CCP) for CBAM (the Carbon Border Adjustment Mechanism). The contracting authority invites all interested market parties to submit their contribution to the EU survey on CBAM CCP by 1600H on 29 October 2024.
Tenders
This is a joint procurement procedure launched with the member states, subject to the Joint Procurement Agreement to Procure the Carbon Border Adjustment Mechanism Common Central Platform, to fulfill the member states legal obligation to sell CBAM certificates. The framework contract will cover all necessary services related to the establishment and management of the Common Central Platform (hereafter referred to as CCP), which must start operating the sales of CBAM certificates as from 1 February 2027 (operational start date). By 31 August 2026, the Contractor must have developed a pre-operational version of the CCP, incorporating all core functionalities necessary to support sales, repurchase and reconciliation operations, and ready for testing. This contract will include all services essential for the continued operation of the CCP beyond the contract’s end date.

Call for proposals – EU Tax Observatory
European Commission launches a call for proposals for EU action grants in the field of taxation under the Fiscalis programme. The call covers two grants which aim to enhance the research capacity and ensure the involvement of research institutions in the design and implementation of EU actions to fight the tax gap notably in relation to tax evasion, tax avoidance and aggressive tax planning and to promote fair taxation, as well as contributing to the design of tax systems that are well-functioning and efficient and deliver on competitiveness and on the tools to support policy priorities.
