Data on taxation trends in all EU countries is collected by the European Commission and presented on this webpage. 

Here you will find a wealth of information on key taxation indicators that allow the assessment of tax systems from several angles (by type of tax, by economic function, by level of government, implicit tax rates, etc.) for all EU Member States and the EU a whole, as well as Iceland and Norway. 

The latest release of Data on Taxation Trends shows that nominal tax revenues in the EU reached a record value in 2022. Member States collected EUR 6,388 billion in taxes in 2022, an 8.0% hike compared to 2021. 

Looking into the breakdown by economic function, revenues from capital taxes increased by 12.5%, on the back of mounting businesses’ profits. Revenues from consumption taxes grew by 6.9%, supported by expanding expenditure on private consumption and rampant inflation. Finally, revenues from labour taxes rose by 6.8% upheld by continued employment growth. 

In 2022, revenues from taxes on labour (including social security contributions) amounted to 50.6% of total tax revenues, revenues from taxes on consumption reached 27.3% of the tax-mix, and the remaining 22.1% was obtained from taxes on capital. The developments in recent years suggest a small shift from taxes on labour and consumption towards taxes on capital. 

Data on Taxation Trends feed into the Annual Report on Taxation 2024, published in June 2024. The data and indicators presented rely upon the valuable contributions by experts from the ministries of finance in all the countries covered by this data collection and indicator computation exercise.
