Céline Gauer has been working at the European Commission since 1994.
She has served as Director-General of the Reform and Investment Task Force (SG REFORM) since February 2025, having previously held the position of Director-General of the Recovery and Resilience Task Force (SG RECOVER) since November 2020. In these roles, Céline has been overseeing the implementation of the Recovery and Resilience Facility, an EU recovery instrument with a total financial envelope of EUR 577 billion to make the Union’s economy more sustainable and resilient in the face of crises. In her capacity as Director-General of SG REFORM, Céline is also supervising the implementation of the Technical Support Instrument (TSI).
From August 2018 to October 2020, Céline served as Deputy Secretary General for Policy Coordination, following her tenure as Deputy Director General for Food Safety in the General Directorate for Health and Food Safety from March until July 2018. Prior to this role, Céline occupied several positions in the Directorate General for Competition, notably as Director for Energy and Environment (2014 -2018).
Céline studied Law and Economics in France (Sorbonne and Institut d'Etudes Politiques de Paris).
