Ms. Helena Maria José Alves Borges has a Degree in Management; a Master's in Business Management and an Advanced Course in Public Management. She started her carrier in the Technical Tax Board of the Portuguese Tax Administration in 1982 and since then she has held innumerous positions, namely:
- Since 2015: General Director of Tax and Customs Authority She has also held representation functions of the Ministry of Justice and participated in several Conferences and Seminars in the European Union and also as an Invited Speaker,
- Head of the Lisbon Tax Directorate (2013-2015),
- Deputy Director General at Tax and Customs Authority (2011-2012),
- Deputy Finance Director at the Lisbon Tax Directorate (2010-2011),
- Deputy Secretary-General at the General Secretariat of the Ministry of Justice (2005-2010),
- Deputy Director General in the General Direction of Justice Administration (2002-2005),
- Deputy Finance Director in the Lisbon Tax Directorate (2002),
- Head of the Administrative Justice Division at the Lisbon Tax Directorate (1999-2002),
- Head of the Tax Justice Division at the Lisbon Tax Directorate (1998-1999),
- Deputy Director of Taxation at the Lisbon Tax Directorate (1996-1997).
