An EU system to measure import amounts and values of certain goods

Surveillance refers to the monitoring of the amount and value of specific products imported into the EU. The Surveillance system tracks daily updated volumes of these products.

Rationale

The Surveillance system is used, in line with Article 55 of Implementing Regulation (EU) 2015/2447 (UCC IA), for monitoring purposes.

EU countries' customs authorities have the legal obligation to apply customs legislation in a correct and uniform manner in order to, amongst others, protect the financial interests of the EU and its countries and protect the EU from unfair and illegal trade. To monitor transactions and ensure the correct and uniform implementation of the Common Customs Tariff (CCT), surveillance on goods released for free circulation and export was introduced.

How it works

Economic operators enter data into their national customs declaration systems. The data elements described in Annexes 21-01, 21-02 and 21-03 of Commission Implementing Regulation (EU) 2015/2447 (UUC IA) are collected in these systems and transmitted to the Surveillance system.

The specific purposes for monitoring this data have been agreed by the Commission and EU countries. All surveillance data is stored in a database managed by the Commission. A limited number of staff in the Commission and in national authorities have access to the database.
