What is the eLearning about?

This eLearning guides through one of the most complex areas related to the import, export, and transit of fluorinated greenhouse gases, and explains how these processes are supported by EU customs Single Window Certificates Exchange System (EU CSW-CERTEX) for Member States’ customs authorities. 

The module deals with the enforcement of the F-gas Regulation via EU CSW- CERTEX, based on the updated TARIC integration. The content of this module is aligned with the provisions of Regulation (EU) 2024/573, which were in force on 1 November 2025.​

Enforcement of the F-gas Regulation via EU CSW-CERTEX for Economic operators

Background

The Regulation (EU) 2022/2399 on the EU Single Window Environment for customs came into effect in December 2022 and establishes the EU CSW-CERTEX. 

Member States are obliged to connect their national Single Window Environments (SWE) for customs to the EU CSW-CERTEX by March 2025 for certain non-customs formalities. One of these non-customs formalities, as defined in Regulation (EU) 2024/573 on fluorinated greenhouse gases (F-gases), relates to the requirements for the import, export, and transit of F-gases and F-gas containing products and equipment. 

These formalities are processed and maintained via the F-gas Portal, which has been available for connection to the Member States' national Single Window Environment for customs via EU CSW- CERTEX since 1 January 2022.
