EU financial programme worth €270 million to support Member State tax authorities enters into force

On 28 May, the EU’s new Fiscalis programme for 2021-2027 entered into force, following publication of the legal text in the Official Journal of the European Union.

With a budget of nearly €270 million, the new Fiscalis programme (2021-2027) builds on previous programmes that reinforce tax policy and the implementation of EU law relating to taxation in the EU and in Member States. In particular, Fiscalis supports tax authorities in enhancing the functioning of the internal market and fostering EU competitiveness and fair competition. It also helps to protect the financial and economic interests of the EU and its Member States, including from problems related to tax fraud, tax evasion and tax avoidance, and supports efforts to improve tax collection.

The Fiscalis programme offers Member States the operational, organisational, methodological and budgetary framework within which to develop cooperation activities that increase tax transparency and enhance administrative cooperation. More than 70% of the budget is used to finance IT systems linking national tax administrations that are essential for the exchange of tax information to fight tax fraud, tax evasion and tax avoidance. For example, Fiscalis funds core IT systems such as the VAT Information Exchange System (VIES) and the Transaction Network Analysis (TNA), a real-time information system that supports the fight against cross-border VAT fraud. The network of national anti-fraud officials (Eurofisc) is also financed from the programme.

At the same time, the new Fiscalis programme provides active support in the organisation of meetings and events; project-based structured collaboration; human resources and other capacity-building actions, including common training for officials and the development of e-learning; studies; innovation activities; and communication outreach.
