Given the issues faced by the industry to tackle the current COVID-19 crisis, the European Commission has decided to publish a second call for applications for the selection of members of the CESOP Expert Group. This second call for applications will complement the first one and allow for more members to join the work of the Expert Group.
Given the issues faced by the industry to tackle the current COVID-19 crisis, the European Commission has decided to publish a second call for applications for the selection of members of the CESOP Expert Group. This second call for applications will complement the first one and allow for more members to join the work of the Expert Group.
Applications received under the previous call are still valid and do not need to be resubmitted under the second call. Applicants selected under the first call will be invited to join the first meeting of the CESOP Expert Group on 11 and 12 may, while the new applicants will join the group for the next meetings.
The deadline for the second call for application is 8 June 2020.
Candidates must have extensive expertise in the processing of payments and the exchange of information underlying payments. The full list of requirements can be found in section 4 of the call for applications. The first meeting of the expert group will take place on 11 and 12 May 2020 via videoconference.
Background information
On 18 February 2020, the Council adopted a legislative package to request payment service providers to transmit information on cross-border payments originating from Member States and on the beneficiary (“the payee”) of these cross-border payments.
Under this package, payment service providers offering payment services in the EU will have to monitor the payees of cross-border payments and transmit information on those who receive more than 25 cross-border payments per quarter.to the administrations of the Member States. This information will then be centralised in a European database, the Central Electronic System of Payment information (“CESOP”), where it will be stored, aggregated and cross-checked with other European databases. All information in CESOP will then be made available to Member States’ anti-fraud experts via a network called Eurofisc.
The transmission of data must begin on 1 January 2024.
