Smart and Secure Trade Lanes (SSTL) Pilot

In 2006, the Smart and Secure Trade Lanes (SSTL) pilot project between the EU and China was launched under the WCO SAFE framework to increase the supply chain security of the trade between the two countries. The project allows for the testing of end-to-end supply chain security instruments and mechanisms. 

Through SSTL, the EU conducted testing on SAFE Framework recommendations such as: 

  • security measures applied to containers 

  • ‘customs-to-customs’ data exchange 

  • risk management cooperation 

  • mutual recognition of customs controls and trade partnership programmes 

SSTL underwent two expansions: in 2010, aimed at enhancing risk management cooperation with more complex lanes, and in 2016, aimed at quicker customs clearance and improved logistical processes for traders. This third phase also extended the project's scope from maritime transport to include air and rail transport, aiming to increase predictability in the availability of goods for consumers. Although SSTL remains part of EU-China customs cooperation, it has not been used in practice since 2021, at least on the EU side.
