CBAM Registry

The CBAM Registry is an electronic platform for importers under the Carbon Border Adjustment Mechanism (CBAM) to perform their obligations and report on them. The registry includes functionalities related to:

CBAM authorisations
reporting obligations
submissions of emissions data
access to CBAM modules and functionalities

This page provides information on the registry as well as access management, reporting obligations and operational resources for all stakeholders involved in the application of CBAM.

Accessing the registry

Access to the CBAM Registry may be required for:

importers of CBAM goods and indirect customs representatives
authorised CBAM declarants
non-EU installation operators
National Competent Authorities

Authorisation Management Module

Importers of CBAM goods, or their indirect customs representatives, are urged to apply for the status of authorised CBAM declarants through the Authorisation Management Module (AMM). The AMM allows importers and indirect customs representatives to submit applications for the status of authorised CBAM declarant in their EU country of establishment.

Data reconciliation for monitoring and control

The data reconciliation for monitoring and control (DRMC) component monitors the CBAM declarant’s account and gives declarants a view of all data on imported goods, emissions, certificates and penalties. It also enables declarants to monitor and anticipate requirements for the 50% rule.

For non-EU installation operators

This module is intended exclusively for installation operators outside the EU. Operators of companies established within the EU should use the Authorisation Management Module (AMM).

The module for non-EU installation operators (Operators of Third-Country Installations – O3CI) allows installation operators outside the EU to upload and share their installations and emissions data with reporting declarants in a streamlined manner, instead of submitting it to each declarant separately.

O3CI allows operators to ensure confidential treatment of business-sensitive data. Reporting declarants are then able to automatically populate their CBAM reports with this emissions data to comply with their reporting obligations.

CBAM declarants can retrieve the information provided by non-EU installation operators in the CBAM Registry. Via the ‘Emissions’ tab, declarants can ‘Search in Third Country Installations registry’ and access the respective installation and emissions data. For this to work, CBAM declarants need to share their EORI number with the supplier outside the CBAM Registry.

Access O3CI

To become a Registered Operator, non-EU installation operators need to follow the steps outlined below and consult the dedicated e-learning modules and guidance documents.

Step 1: Create an EU Login account

Go to EU Login.
Register using your email address (a company email is strongly recommended), create a password, and confirm your registration via the email link you receive.
Set up two-factor authentication (EU Login App, QR code, or FIDO2 key).
Each user must register individually.

Step 2: Submit access request

Go to O3CI.
Log in using your EU Login credentials.
Complete the onboarding form with the following information:
1. Company details and registration number/identifiers
2. Company email and website
3. User role (Admin Operator or Simple Operator)
4. Upload a single PDF containing (documents preferably in English, including a courtesy translation, along with the original documents):
  1. Company registration certificate (including registration number/identifier matching the one provided in the form)
  2. Proof of representation (e.g., power of attorney)
  3. ID of the authorised representative

Step 3: Submit access request in the CBAM portal

Go to O3CI.
