CBAM Registry and Reporting

CBAM is the EU’s environmental policy tool for fair carbon emissions pricing. This page contains information on the CBAM registry and reporting requirements for importers and installation operators. 

CBAM Definitive Registry (from 2026 onwards)

The Commission is developing the CBAM Definitive Registry to help importers perform and report as part of their CBAM obligations during the CBAM definitive regime (from 2026 onwards).

Authorisation Management Module (AMM)

Importers of CBAM goods (or their indirect customs representatives) are urged to apply for the status of authorised CBAM declarants. Please read carefully and follow the instructions below as soon as possible to submit your CBAM application. 

As of 31 March 2025, a new section of the CBAM Registry allows importers and indirect customs representatives to apply for the status of authorised CBAM declarant in the Member State of establishment, which is independently from where the goods are imported to. A list of the national competent authorities can be found on this website in the section “List of National Competent Authorities for CBAM”. 

CBAM Registry module to be used is the Authorisation Management Module (AMM). The AMM encompasses features related to CBAM Authorisations. This module facilitates the entire process, from the initial authorisation requests submitted by applicants to the consultation process between competent authorities and the Commission, culminating in a decision to grant or refuse the CBAM authorisation.

Module for non-EU installation operators (O3CI)

This module (Module for non-EU installation operators – O3CI) is intended exclusively for installation operators located outside the European Union (EU). If you are an operator of a company established within the EU, please access the Authorisation Management Module (AMM).

As of January 2025, a new portal section of the CBAM Registry allows installation operators outside the EU to upload and share their installations and emissions data with reporting declarants in a streamlined manner, instead of submitting it to each declarant separately. 

Please note that there are two main steps, and only by carefully following the instructions below will you be able to successfully connect to the portal.

Step 1: Create an EU Login Account

  1. Go to https://webgate.ec.europa.eu/cas.
  2. Register using your email address (a company email is strongly recommended), create a password, and confirm your registration via the email link you receive.
  3. Set up two-factor authentication (EU Login App, QR code, or FIDO2 key).
  4. Each user must register individually.

Step 2: Submit Access Request (Onboarding Wizard)

  1. Go to https://cbam.ec.europa.eu/o3cinstallation.
  2. Log in using your EU Login credentials.
  3. Complete the onboarding form with the following information:
    • Company details and registration number/identifiers
    • Company email and website
    • User role (Admin Operator or Simple Operator)
    • Upload a single PDF containing (documents preferably in English, including a courtesy translation, along with the original documents):
      • Company registration certificate (including registration number/identifier matching the one provided in the form)
      • Proof of representation (e.g., power of attorney)
      • ID of the authorized representative

The relevant module in the CBAM Registry to be used is Operators Third Countries Installations. The portal allows operators to ensure the confidential treatment of business-sensitive data. Reporting declarants are then able to automatically populate their CBAM reports with this emissions data in order to comply with their reporting obligation. 

CBAM declarants can retrieve the information provided by non-EU installation operators in the Transitional Registry.  A new functionality in the “Emissions” tab allows declarants to “Search in Third Country Installations registry” and access the respective installation and emissions data from there. 

For this to work, CBAM declarants need to share their EORI number with the supplier outside the CBAM Registry. In a future update, operators will be given the option to share their information with all interested declarants. 

To become a Registered Operator, non-EU installation operators need to follow the steps outlined in the following e-learning modules and guidance documents.

This training video series consists of 10 sessions covering the comprehensive workflow for operator request management and system interaction with the O3CI (Operators of Third Country Installations) platform.

The series will help operators (with standard and administrative user roles) to navigate in O3CI platform, create, save, submit, correct, and resubmit requests following Commission’s feedback. Additional functionality covers parent company management and the ability to search and export installation data.

The sessions presented follow a logical progression from initial registration to advanced features, allowing users to follow either a sequential path or select specific topics, as needed.

Manage emissions, operator and installation data disclosure and export list of emissions

This training video series consists of 8 sessions covering the complete workflow for managing emissions information and disclosing operator / installation data to the Transitional Period system via the O3CI platform.

The series will help operators (with standard and administrative user roles) to add, search, view, edit, and delete emissions data. Users will learn how to control which operator and installation data are accessible to the public through the disclosure management features and add or edit the list of declarants that this information will be disclosed to. The series also highlights important functionality for information retrieval allowing users to export comprehensive emissions lists.

The sessions presented follow a logical progression from adding, viewing, editing, deleting emission information to disclosure information management, allowing users to follow either a sequential path or select specific topics, as needed.

Search, Navigate and view details of operator, installations and supporting documents

This 8-minute training video demonstrates how to effectively search, navigate, and access detailed information about operators, installations, and supporting documentation within O3CI portal.

The video will help operators to learn how to utilize the platform's pagination, sorting and filtering functionality to locate specific installation using various criteria such as installation id, installation name, country and city of establishment.

This essential navigation training ensures authorized operators can efficiently locate required information in other functionalities of the O3CI portal such as emission management.

CBAM Transitional Registry (from 2023-2025)

The Commission has developed the CBAM Transitional Registry to help importers perform and report as part of their CBAM obligations during the CBAM transitional phase (2023-2025).

Quarterly Report 

The following files concerning quarterly reports can be downloaded. The XSD file describes the full structure of the CBAM quarterly report, while the ZIP file may be uploaded in the Registry to fill in automatically the quarterly report’s data. CBAM declarants will also find them in the CBAM Transitional Registry User Manual.

This XLS file can be used by CBAM declarants to facilitate completion of the CBAM quarterly reports using XML files. The XLS file indicates which are the optional/mandatory fields and provides the pre-defined values that are allowed for specific fields.
